Pekanbaru, Riau, Oct 31 (Antara) - A non governmental organization Indonesian Monitoring Development (IMD) reported 45 members and leaders of the Pekanbaru city council (DPRD) of 2009-2014 to the high prosecution office for alleged fraud causing a loss of Rp636,560,200 to the state.

"We found irregularities in the process of Technical Guidance Program supposedly held for the city DPRD in 2013," executive director of the IMD, Raja Adnan said here on Thursday.

Raja Adnan said technical guidance program is to be held at a university with A or B accreditation in Jakarta but supposedly it had been held at the Krisna Dwipayana University with unknown accreditation.

Another irregularity was that the proposal had been addressed to the Home Affairs Ministry through the Domestic Training and Education Agency on 19 March 2013 but implementation already started 19 days later.

Normally processing of such proposal would take at least 30 days, Raja Adnan said.

The program proved to be fictitious, he said, adding the Home Affair Ministry sent a letter to the Pekanbaru mayor on January 10 that there was no technical guidance program for the city DPRD members.

The ministry told the city mayor to demand for the refund of the money they received to the state treasury in 60 days.

However, until now the money has not been returned to the state, Raja Adnan said, adding, the case should be investigated legally.

The IMD also reported the city Mayor Firdaus for negligence and failure to act immediately on the letter from the home affairs ministry .

Raja Adnan also reported the secretary of the DPRD and two pther employees of the secretariat .

He urged the high prosecution office to arrest the former DPRD members and leaders.
